I know I ask a lot of questions, but you will help me, at least once more? I need to know what provides the underlying technology do I need if I want to draw manga, and where I can get for the best prices. I'm on a tight budget. What I really need are good color pens with ultra fine points and possibly copic markers, but if there are other things I need, please tell me.
Is on the marker, prismacolor marker you want to check the COPICS opposition. They have much the same effect and costs half the price. The only difference is that they are readily available Stateside, and they can not refill. They buy on an as needed, as the sets will cost you an arm and a leg. Do not be afraid to bargain marker is used on the page, because it covers my knowledge, no marker brand really any color of all colors.
The ink is up to you.Michael's sells some good rapidograph pins in the drafting section (they come in little plastic case with a black back and clear fronts, and refill a bottle of ink) to them, but they can be expensive if you are at the beginning. I am actually quite happy with DIP-ink pens with bottled, but they are a lot of getting used to. Avoid felt micron pens and their ilk, the tips will wear out too quickly.
You need to sketch pencil. Some people insist on "non-photo" blue pencils, but I find it more trouble than they are worth. I just use mechanical pencils with HB 05mm lead, drawing and easily extinguished, when the ink is dry.
A word on the paper: Use thick paper. We talk, non-laminated paper or Bristol board. Otherwise, Prisma Colors COPICS will bleed through!
Finally websites. Dick look is always good (http://www.dickblick.com/) as they give fast service and the prices are cheaper than most everyone else. Your local Michael and Aaron Brothers is also a good choice (and http://www.michaels.com/art/online/home http://www.aaronbrothers.com/).I highly, you can check your local shops first, though, because if you need anything, you will need it right then because you would otherwise have to wait for the order to ship.

I am the teacher after school art club at a middle school. It is a public school, so that 90% of art supplies comes from my own house and the money comes out of the bag.
I will not even paid for it.
I love my students and I would love it if she could get a good artistic training. Art Club is the only one they receive at school - there is no money for actual art classes, which is really sad.
Is there any way I can places like Jo-Ann or Michael's will donate old art supplies?
What can I do?

You could try to see views of the donations in kind (GIK) site and whether your needs together with their programs. They are an international organization matching corporate culture presents to needy causes.
